best way to sort this out?

as the title says really, how easy is this gonna be to sort out??

Piece of cake if it's just surface rust.. shouldn't be too hard to fill it in even if it's gone through.

Stick some muck in it and it'll come back real soon and worse - cut the rot out and weld in fresh - it's almost as cheap by the time you've bought rust treatment filler and hardner......

looks pretty nasty... and that seal probably needs replacing
personally i'd say have a go at attacking it - clean it up, brush it off, put a little kurust on there, then sand at it til you reach "clean" metal (which is what i did with my arches) and extend the sanded area a centimetre or so around where the obvious rust is. remember to regularly switch to a clean patch of sandpaper to avoid spreading the iron oxide around, and wash it off with clean water (& dab dry) regularly, and/or white spirit or meths (or halfords spraycan surface cleaner - which also works great as a paint thinner and "cutting" solution), if you're posh.
if you can get yourself a shiny, smooth, pure metal surface and the shape is retained or not much altered, then have a cookie. primer it up good and then topcoat it even more good.
if theres bits missing by then.... FillerTimeâ„¢ (or welding, if you can..)... but remember to get to the bare metal stage in all obvious places, and a few of the less obvious ones. you can always get more paint
(remember b*stard, not everyone has a welding kit / skills...)
