Headlights on

I noticed the Main beam is always on even when the light switch is on 0 at night.

The car does not have a rain or light sensor on the windscreen.

So why would the lights come on? Is it a coding option as DRL in VCDS?

It's probably to meet the regulations for DRL in a cheap way.
These are the so called (in German) Dauerfahrlight, continuous running lights.

Depending on your car and its equipment, it's either a VCDS option or a wiring change.
If your car has a start/stop system, it's a VCDS change.
If your car does not, it's likely hardwired and you'll need to remove pin 3 and 6 (if present) from your light switch connector.

In both cases you'll have to disable byte 12 bit 0 (nordic setting).

BUT

now your car doesn't meet the requirements for DRL, and this could be mandated by law.
So if you do this, you might have to install DRL elsewhere, i.e. in the bumper.

For example, units like these: https://uk-polos.net/viewtopic.php?f=62&t=71495

Touchy subject as if your saying is true, why do VW allow you to disable DRL on the car settings menu which I have actually done seeing as it’s better weather during summer then winter resulting in better visibility & cars seeing you with ease. I know they enable the headlights to be constantly on regardless whether it’s night or day on other models such as scirocco 2010 model they also have these enabled.
