Dipped headlights not working

Bought a VW Polo 2012 for son but now established the dipped headlights do not turn on. The daylights work and all other lights seem to work (including high beam) but the dipped headlights won't turn on so we cannot drive in the dark. I've checked all the fuses under the steering column, they seem fine. Is there a relay somewhere to check or are the switches known to be a problem ? I'm mechanical but know zero about cars electrics, any suggestions welcome.

perhaps the light switch or dipped beam relay is broken. the dipped beam relay is located on the middle row of the relay carrier (below the steering wheel, behind the dash), 2nd from the left. Fuses to check are 39 an 59. also verify the bulbs, however if both don't work, I'd check the electrical installation of light switch and relay first.

Just went out in the dark and found it's actually an intermittent fault with no rhyme or reason i.e. sometimes the lights will come on and stay on (occasionally flickering) other times they just turn off and stay off) Does that suggest a loose connection in electrical terms or dodgy switch, relay, fuse - what's most likely ?

if both headlights are effected simultaneously, I would look at wiring, fuse and light switch. see of you can wobble the relay, light switch and light switch plug a bit. otherwise visit a garage. these intermittent faults are typically very hard to find.
