Can't turn off my car! Polo 1.4 6R 2013

Hi there, my car is 2013 mk5 6r 1.4 polo.
Yesterday I had a problem in turning off the car. Yes, is turning off, not turning on.
For an unknown reason, after I drove back the car to car park, I turn the car key to off position and pull it out of the key switch, but my engine just won’t stop, as well as the low beam and front and back fog light. I can’t lock the lock nor turning it off no matter how hard I try to plug in and out and on and off of the key switch.
When I try to shift the car gear to D or R without a key in the key switch, the car did shift gear and move. However, I noted that air con did turn off properly.
Finally, I drove the car to a car workshop which is not specialized in VW car, they have no clue as well even calling some of the other car workshop, at last, they unplug the fuse of the engine and the engine finally stop. However, the low beam and fog light still on even those I have switch off the car in the light switch. To avoid draining out the battery, we finally unplug the battery connection.
After reconnect the battery and the fuse of the engine, the car seem working normally, having said that, to avoid some of the unknown problem of the car, i drove back to VW dealership workshop for factory inspection.
Any folks here experience that before or have some idea of what may possible cause this situation. I am wondering if it’s something related to ecu or the ecu relay.
