Polo GTI no boost @ from 1.5k - 4k rpm

Hey guys!
So I am having issues with my Polo GTI. The car is on stock map, using 2.5 inch downpipe now, resonator delete, with custom muffler.
It has been running with INTERMITTENT no boost at early RPM, and start gaining boost after 4k RPM and above.
Driving wise, basically I can feel the lag is very heavy. Its slowly going up the rpm and around 4k, the power is back.
And yes as i said, it is intermittent. Sometimes its fine, sometimes its not, regarding the time or style of driving.
No fault code comes out in VCDS.
I connect my phone with OBD to read the boost.
When the problem comes, the boost will go only from 0.2-0.3bar, up until around 4k rpm.
This started happening around late 2019.
Since then, I already did a lot of thing and the problem is still there.
- Change DV to GFB DV+
- Change MAP sensor
- Change turbo (Im on hybrid turbo now with K04 TT30 compressor wheel)
- Engine full overhaul with Wossner upsize piston
- Change HPFP
The turbo is from a donor car, with wastegate problem.
I sent the turbo to get it fixed and upgrade it with K04 wheel.
I overhauled the engine because there was a leak on the head gasket, valve seal, etc etc and the car RPM always jump out on idle to 1k rpm.
And then, there is a white smoke coming out when the car was idle.
So I decided to take out the engine and get it fix all together.
I have visually confirmed the the magnetic clutch is engage, so the supercharger is running fine.
This was done by pressing the brake and throttle at the same time in D, and having someone to look into the supercharge belt.
And after all this was done, the problem is still there, no boost at early RPM.
I have send my car to 3 places here, but all of them fail to rectify the issue.
I am just trying my luck here in case anyone have any thought on this issues Im having.
