6R IMPOSSIBLE IMMO PROBLEM

Hello everyone. I have a 6R 1.2 TDI Bluemotion. And I am struggling with an immo problem for months. Let's begin with the story.
I had my check engine light on for a few days so a friend of mine said that he had a bluetooth obd device. We connected it to my car and erased the fault codes. I don't really remember what were the fault codes but I do remember that they were not serious problems. So after the check engine light goes off, I stopped the engine. And then I tried to start the engine, glow plug light came on and IMMO-BILIZER ! error came on the cluster and car didn't start. I went a couple ECU workshops and none of them could figure it out. They said their devices couldn't see/communicate with the ECU. And I found an electronics technician at the end. He also couldn't fix it. So we find a another ECU for 1.2 TDI and swapped it. After a couple days of coding and adapting engine started but the error line "IMMO-BILIZER" on the cluster stayed still. I was in a small town for college and the epidemic in Turkey had just started. So I needed to go back to my hometown, the mechanic said that I need to re-adapt the keys to the cluster but the nearby locksmith was not so good, he said me to do it in my hometown.
After I came back to my hometown I went to a professional car locksmith and said that we need to re-adapt the keys. He said that there was an error so we can adapt new keys but could not erase the old ones. I went a couple more electronic workshops and however they tried, they all said that my cluster needs to be changed. After a couple of months I found a new workshop and talked with them. They tried to adapt an another cluster but also failed. Some of the technicians said it needs to be in exact same part number (which is 6R0 920 861H) but some other said it really does not matter if 861H or another (etc. 861L, 861M, ...) .
I cannot work this through with the VW dealership/workshop because of the exchange rates their prices are unbelievably high. In the conclusion, I can not solve this problem for months now. And I used to use it with Stage 1 ECU remap but I can not remap it again because of this problem. And I really need a custom map because I also need a downpipe with DPF off due to bad fuel quality in my country (my DPF fills in about 2 or 3 weeks regularly) .
I can find and buy a used cluster but the 861H ones are pretty rare so it would be possibly a different number. Or maybe by luck it can be an Amarok cluster. Basically nobody could not solve this problem that I have met. Any tip or help could be really helpful and appreciated.
