i changed the fuses and the light came on for a few seconds before dimming out, there is about 3-4 volts going through the fixture when i tried with a multimeter, i also changed the bulb and still nothing and currently cannot take the car anywhere to have it checked.
any ideas what might be causing it?

Without knowing exactly what car it is, I'd check the fuses.
