AC turns off and on until the engine is warm.

As the title says, when I turn on the AC in the morning and set it to full blast and Hi temp, it either turns on for a few seconds and stops right after or it doesn't turn on for a while and slowly turns on over time.
After the engine is warm it seems to work just fine.
