Is there something missing from my spare wheel thing?

I have this spare wheel accessory thing in my trunk instead of a spare wheel.
What is the empty groove at the bottom for?
Is there something missing from there or is it for some optional part that someone decided that I don't need?

Space for detachable tow ball also a space in the centre for locking wheel bolt nut key,
That would be my guess
