Noise coming from car — please help.

I've got a noise coming from my car whenever I accelerate, change gears or go down the slightest of gradients. My car will emit a loud whine. (attached a link to what it sounds like at the bottom of this). It's constant. No matter how light I'm pressing the pedal the noise will be there.
I've had it into several garages and specialists. One garage said they were getting a noticeable fume smell from the engine area and found that the EGR pipe only had one bolt holding it in place as well as traces of soot on the EGR valve underneath. The same mechanic said the exhaust, turbo and exhaust manifold would need to be removed to repair a broken stud in the manifold.
Another garage said they are thinking it’s the turbo variable vanes. It is working but as soon as you remove the plug to stop the valve working, the noise disappears. Then when you plug it back in the noise comes back. They quoted £240 for the valve but I asked them if it is a definite fix and they said they aren't sure if that would get rid of the noise.
I've had it into specialists and they said it could be a broken stud or a split in the EGR pipe/crinkle pipe.
This is the noise I'm referring to: https://www.instagram.com/tv/CXDrasRjqQ ... =copy_link
That's it in reverse. Imagine that sound being there constantly with a loud whine and that's what it sounds like with any acceleration/deceleration.
I love my car. It's fantastic on MPG and great on long runs. It's just getting embarrassing to drive with the sound being constantly there.
Thanks for any help in advance.
