How do I know if my PCV valve needs replacing?

I have a 1.2 BMD that runs beautifully on 125k miles.
It uses 250ml of oil every few months and it coats the side of the engine above the alternator, and the filler neck, and wherever there are hoses attached the the top of the engine.
I've been told it comes out of the filler cap and other places when the crankcase breather is blocked and there's a big build up of pressure.
I had something else done the other day (unrelated - drive belt tensioner) and the mechanic took off the oil filler cap, and told me the engine faltered.
How can I test to see if I need a new PCV valve? Is there a pipe I can remove and check for sucking or blowing air or anything? Genuine part is about £50 which I'd rather not spend on an off-chance. Topping up with oil is cheaper but it doesn't look good having oily patches on the engine!
