Polo 6N1 starter motor

Hi everyone,
My friends car is the Polo with the 6N1 engine. Sometimes the car doesn't start but she says she hears a whirring or clicking.
This sounds to me to be the starter motor and would need replacing?
I do have one question about the starter motor (solenoid?)
She had a friend jumpstart the car but they had to put the revs up for the Polo to start (although the battery is good ). It loses a little charge per day on Sunday it was 12.79 volts and today Wednesday is 12.65 when i checked with an amp meter it starts of 0.13 amps and within a few seconds drops to 0.01 amps (I cant go lower than that cos i need a new fuse).
Does the fact it will start with a jumpstart mean the starter motor is on the way out?
