Non Starter - Has cambelt jumped a tooth

My 1.4 16valve petrol engined 9n polo has been layed up for a fortnight. Went to start it and thought it possibly fired instantly for half a second or so as I heard starter motor spinning. It will not now fire up or even splutter. Checked for a spark on all 4 cylinders, which there as, but replaced them with bosch plugs, but still nothing. I can hear the fuel pump running under the back seat and there is a small squirt of fuel from the pressure valve on the rail.
After trying to start it for a while there is a smell of petrol on the spark plugs, but there is also a light layer of soot on them as well, which leads me to suspect the belt has for some reason jumped a tooth or 2. Is there a way to tell if everything is still lined up correctly, I have the cover off and both belts look quite decent. No fault codes are showing on my OBD reader. All help gratefully received

Basically manually checking the timing marks are still aligned is similar to replacing the belts , without replacing the belts.as you have not included an engine code I’m guessing here .

Thanks for that, sorry missed putting the engine code, it's a BBY. All seems good there on the cambelt all marks line up, so looks like fuel problem, not enough pressure? I really don't know, never had a fault like this. Any and all help gratefully received. Thanks

Does the starter motor spin round and make a sound like it still has compression? Or does it spin too easily.

Will it fire up if you use something like easy start ? Have you checked the compression ?

Sorry for the delay, been working and the weather has been too horrendous. No starter motor is not spinning too fast, I dont have a compression tester, but sounds like it has compression. Thinking possible throttle fly by wire or control valve not working?

Should the valve operate with the ignition switched on, or when the engine is turning, does it just operate the butterfly, or does it do more. Should it open if the throttle is operated when then the ignition is on. Sorry for the questions

OK, reading the Haynes manual, with the pedal moving up and down the butterfly should be opening and closing with the ignition on - it is not, no movement at all. I held the butterfly open a crack with a small screwdriver and managed to get the engine to fire for a second. There is a lot of black gunge at the bottom of the valve. The manual says to replace the valve I will need to have it programmed at a vw garage. Can I test the valve there is no wiring diagram for it in the Haynes manual

As the valve was not moving I have bought a new one, unfortunately the valve does not move in that one either. When I turn the ignition on and push the throttle pedal to the floor, the valve does not move at all, BUT as soon as the pedal is pushed there is a "fast clicking" sort of noise coming from possibly the auto gearbox, but I am struggling to pinpoint it. I have no wiring diagrams for this area, so am completely stuck now.
