Headlight Adjusters (MOT fail)

Hi all
I've just got an MOT fail on my MK5/6R 2016 TSI Polo I failed on the following:
"Headlamp aim too high Nearside/Offside Front (adjusters not working) [4.1.2(a)]"
I was just wondering if there was anyone who might know of a DIY fix for the headlights, or if there is somewhere I could find a set of reasonably priced new headlight sets. I just wanted to ask around for some advice as I want to try and avoid the £600 ish I was quoted by Halfords for a new set to instead try and find a cheaper fix I could do myself at home.

If it's just the headlight motor that has failed, that's an easy fix.

What's the easiest way of testing it out? It's moving up and down, but clearly not enough for them to pass the MOT.

turn the adjustment wheel and listen for sounds
