if i'm right u r suppose to measure the distance of the inner rim where the tyre fits into?? that should be 15 inch

..9...10...11...1F...13...14...15...16

1F is what comes after 11

12 is

simply ignore the 1F

then it would go

1...2...3...4...5...6...7...8...9...10...11...12...13...14...15
