I have same problem, and it was not show on auto scan(MFSW option check in 09 BCM and 17 Instruments).
Im not sure that could cause deactivate Right-side buttons?

I have a 1.4 MPI 86ps, 7-speed DSG, trendline Polo, include "basiest" cluster(even no BC stalk) clean Steering wheel, https://bbsimg03.kakaku.k-img.com/images/bbs/002/758/2758834_m.jpg

then I upgrade by step until now the complete MFSW wheel(MFSW control ...

maybe you can head to electronic system failure. bad throttle response usually mostly occurs when the intake system leaks, but you won't get lights, so I don't think it's a mechanical failure.
