I have lowered my car 60mm and was just wondering will it fail M.O.T as the lights are lower.

it shouldnt fail.... not in my opinion. my friends car is lowered 60 and passed

Nope, actual beam height is only assesed in an SVA.

Well if need be all they'd do is adjust the headlights.
