"Dead Spots" when driving at low revs - 1997 1.9 D

Hi, this one is hard to explain...

When I am driving at low revs (usually in a 30mph area) I get juddering / stuttering a little. If I put my foot slightly harder on the gas it stops.

Its been doing ot for a while, and it seems to be related to a little black platic sensor which is part of the throttle assebly.. a wire runs out of it somewhere, and it attaches to the top of the mechanical part of the throttle where the cable ends.

if I release the two nuts and move the posiiton of the sensor, it definitly has an effect, but then the engine seems to run erratically.

Ive put it back roughly were it was, and the situation seems to have improved. It seems to do it with the pedal in a specific location, as if there is a "dead spot" in its movement? this is the best way i can describe it. It never does it under load, or when the pedal is any furthur down.

Any ideas what this sensor is? and is this likely to be casusing what I describe?
