rev clock problem

my revs wont go past 1500

when i start the car it ticks over fine and the revs show normal, then if i rev the car it wont go past 1500rpm and when i leave foot off throttle
the revs drop to 0 and the car ticks over as normal

same applys when driving

just noticed this there on my way home from work

any one able to help ??? whats wrong ?
