Polo stalls and wont hold revs stable

Hi My polo 1600 is a poor starter and will not settle at a stable revs when ticking over it drops off the scale and stalls when cold. Has anyone any advice as to what it could be.

dirty throttle body? have you tried whacking the airfilter off and have a look in your throttle body?
