Have I been caught?

My brother got done for speeding for doing 42 in a 30 zone, going out of my small town, just before the national speed limit sign. He didnt even see tham and didnt know he had been caught until he got the letter through the door. Nothing he could say as it was a coupld of weeks later and he had no idea if he had slipped over the limit that day....happened to tonnes of poeople within the month, all got fines, everyone complained to the police and they just ignored it. To be fair just before it happened a lady got knocked over walking her dog. If you were speeding, whether you like it or not, no matter whether the police were visible or not, you shouldnt have been and cant really complain about it cuz you were breaking the limit!
