PS3 and PS2 both have very good RAW editors, though PS3 is much better.

Make a new adjustment layer and choose colour balance. You drop the cyan and up the blue one
. Youll have to play with it - just dont adjust green! Shadows and higlights etc need adjusting too to make it the best.
If its a RAW file its a different story, but you need a super duper camera to use it lol

haha, Sorry ahvnt got photoshop on this computer, i'll be around it tomorrow so if your stills tuck i'll give it another go, its something like......
Drop the jpeg (or whatever) into photoshop, then select on the top menu something like 'image'? or 'edit'? its the second or third icon along the top bar.
There should be an option in the menu along the lines of 'adjust',
the drop dwn menu then presents you with all sorts of ways to adjust your picture!
Select 'colour balance' (again going from memory sorry!) and adjust the levels accordingly!!
hope that helps and confuses more Alun, it was pretty confusing for me reading it back haha
