Serious Laquer Problem

Help my Polo is losing its laquer at a remarkable rate all over the car. I tried re-laquering the big area and got in a bit of a muddle with it running etc (How to advice welcome) Sometimes think I would be quicker peeling the remaining laquer off. Am I looking at a complete respray?

Either a respray, or flat it back with wet and dry 800 upwards and try again
