Glow Plug Probs HELP!!

I have a 2003 1.4TDI Polo. I tried to start it this aftrenoon and the glow plug light is flashing on and off, and it will not start. Ive checked fuses as thats whats the manual says to do but i couldnt find any faulty ones. It seem to try and start, but nothing kicks in! Any help would be great.
