Timing belt tensioner

Hi Folks. Did the timing belt today (Complete Novice by the way but took the bull by the horns) and as far as I can tell everything is ok so far !!! Did water pump and aux belt as well. (1998 1.4L 61N APQ) I came to a bit of a stumbling block when I was refitting the tensioner for the timing belt.

1.When I turn the tensioner clockwise until I get the pointer in the notch beside the prongs that go over the bolt, when I go to tighten the locknut the pointer moves round as well indicating that I am tightening it even further past the notch. Does this always happen or am I doing something wrong.

2. When I test it for tension, ie putting pressure on the belt the pointer does move but does not return to the notch fully, only part way.

3. Can I safely assume that when I can turn the crank fully a number of times on the crank bolt no problem and no resistance that I have done the timing belt change correctly?
