Problem with '95 Polo

Problem with a '95 Polo. 2 symptoms but maybe one problem? Sometimes (but not every time) from cold, when I turn the key to start it, it starts quickly then dies after a couple of seconds. This can happen 4 or 5 times then it starts and runs fine. It's as though the ignition is turned off. If I push on the accelerator it fires, runs then if I let it go back to tickover all is OK. Second symptom is is that when I am running at 30mph in 3rd/4th gear it surges (best description I can give) at other speeds it's fine.

Any ideas?
