vw polo running fault

Hey, ive got a technical question for anyone who can help, 98 1.6 auto polo, when start from cold it hunts, when engine at operating temp it idles ok but has a flat spot on the first 1/4 of the throttle, ive cahange the manifold thinking it has an air leak, no change. Engine management system has no codes, im stuck, any ideas?

cleaned out the throttle body ?

Yes, all clean, the car has only covered 35000 miles, it runs like it has an air leak. Changed the manifold but no differant.

change the temperature sensor!
