Cold air radiator makes a noise

Well when I put on the cold air (turn it all the way to the blue), a tin foil type of sound comes through the air vents/radiator as if there is a piece of tin foil in there moving about. When i turn the dial to warm/hot, it goes
any idea of what it could be?
