i think its every 5th time u use the washers on a longish hold. but if you go out now. switch ur headlights on and do a long pull on the washers. they shud pop up and then itll set to the 5th. its something like this. i tested it out on mine last week before it went to bodyshop

If the windscreen washers are held on for more than a second or so - and the lights are on, the headlights will get washed. What happens is that once the headlight washers are activated, they will, using water pressure, drive the washer pillars up fully which will then open up the spray nozzles which will release this pressurised water - at which point the pillars will fall down again due to lack of water pressure. In answer to "do they have a timer" - I'd reckon that they will have one that allows what I've described above enough time to take place.
