appealing yet... another parking ticket !

i got yet another parking ticket... but i had a flat tyre but didnt manage to get a tyre and my locking wheel nut was at home, how can i appeal it ?

say that you had a flat tyre and you couldnt remove the wheel to replace the flat tyre due to the locking nut perhaps? lol

yeah i mean if they took a picture wich they must have well there supposed to... they must have seen my tyre was flat in it !
