Bottom mount bush, do you mean the TCA rear voided bush? If so there is a tool sold by Laser Tools - costs quite a lot for a 1-off use though. Most folk fitted Seat Ibiza Cupra solid replacements, although the standard replacement has been improved to have four webs instead of two - which is fine I'd guess for most drivers but the Cupra ones are even better.

There's a write up on briskoda for this:

The guy made a puller out of some threaded screws and metal discs. You just need an engineering firm to cut out some discs for you if you lack the tools yourself. Or as Lummox comments further down the thread it is aparently possible to remove the rear console and remove the bush off the car.

i can recommend taking it off the car to do to avoid scrapped knuckles. i think i have two metal discs which i can try and dig out.

To remove them I took them off the car got a large socket and hammer as you are replacing them u won't want to keep them so damaging the bush does not matter then putting the new ones in clean the mounting point then line the bush square put a plate over the bush and press in using a nice clean vice and this will go in nice then ensure they are going in square at the same time though otherwise you may cause damage to the bush
