Steering Wheel Noise

Got a noise behind the steering wheel when I turn it... Sounds like plastic rubbing

Anyone experienced this before?

I get it when it's cold first thing in the morning, like a semi-binding rubber bushing. Probably in the electro mechanical stuff under the dash....

Sounds like this is coming from the steering wheel itself...

It's most likely further down the shaft, it's just that being a shaft, the sound get transmitted along it, kind of like a tuning fork.
