is it just me or are the two themes aeolus and subsilver identical?

Its how phpBB script works.

When a theme is install users can select which theme they want either the orignal template (sub-silver - what this place used to look like before) or any installed templates.

The administrator can set the forum up so the users choice is removed - so every user sees the same template, regardless of their choice
