If you're seeing the lights lighting up road signs etc as you describe, the only way that is being done is via the beam scattering, so you will in some shape or form be dazzling other drivers. All car headlights scatter their beam to places it shouldn't go, but the problem is that when you increase the lumens beyond that which the headlight was designed for, the light scatter can get worse as that light that is 'escaping' is a lot brighter than would be emitted from the halogen bulb.
Best thing would be to take it to an MOT station or similar, and get the headlight aim checked. It will also show if too much light is being scattered.
Sorry to sound like a curmudgeon, but another thing to consider is that IiF your vehicle was involved in a serious death or injury collission, the chances are it would be taken away and examined very closely. Anything non standard on the car could be used against you in a court, and if that collission was at night, well you can imagine which way it might go...
I know it's the same as HiD kits etc, but the police are getting more clued up on this stuff all the time.
I used to make Cree LED lighting for boats/yachts, and a critical part of a long life for the LED is the cooling. Those metal braid cooling fins at the back look like an interesting solution. Time will tell if they last as long as claimed. What sort of warranty comes with them?
The lights was on full beam when it lit up the road signs... Believe me I prefer to play safe as well
Took it to Skoda garage at the end of our road and and they checked the beam pattern passed with flying colours.
The light isn't being scattered but the range is noticeably longer, the MOT at skoda confirmed this and reckoned it was comparable to Xenon equipped cars.
The cooling is interesting not sure if it'll be effective but it's similar to heat sinks used on small form factor PC's and they work ok. Only time will tell.
Just to clear up any confusion (all mine I'm sure!), you've fitted these to high beam only, or both dipped and high?

Are there any CE markings on the bulbs? Did they come with any 'For off-road use only' disclaimer notices in the box?

They're in both dipped and high beam bowls

Box has no not for road use markings and The rear case carries E marking.
