Anyone know the part number(s) for the ballast for the HID headlights w/ drl leds to make them run the HID bulbs?

do you mean LED (Light Emitting Diode) or HID (High Intensity Discharge) aka Xenon? Those two are not the same.

If you meen the Bi-Xenon headlights with the LED DRL's from Polo 6R then the ballast has part number: 8K0 941 597 E (You need two. One for each headlight)

What is necessary to xenon headlight washers?

bumper, 2 washers, reservoir, pump, hoses, wiring loom, relay, vcds

i don't think so, it's not really a common retrofit. i\m the only person i know that did it but i didn't make pictures or wrote down what i did.
