Power stearing buzzing and whining belt

Hi guys
Ive been driving my polo for just over a month and i got in it this morning and there was a buzzing/droning sound that changed when i turned the steering wheel or switched the lights on or off does anyone know what thus coukd be?
Also
Since ive had the car it has had a squeek/squeel coming from the belt, it sounds like its coming from the bottom pulley and gets quieter when its greased however after a short while it returns any ideas on how to sort this?
