Do I need VCDS?

So I wanna buy a used BCM off eBay to upgrade my BCM to one that supports cruise control. However, does this mean I have to buy VCDS from Ross-Tech (which is quite expensive)?

Are there no other aftermarket cables? My car is a 2011 VW Polo 1.2 Petrol

It is certainly a tool that will do that job. Failing that you would need some other equally expensive tool to read and recode your used BCM and any other recodable module.
