1.2 TDI whine noise HELP (video)

Hi guys please could someone help identify what is wrong with my 1.2 TDI polo here? It appears to make an annoying whining noise when I put it in ignition and also sometime fails to start not sure if that's related to the whine noise or not? Any help would be appreciated video below,

It would be helpful to know where the sounds comes from and also to turn down the music when making a video of a sound

Thanks for the reply mate, not sure where the sound comes from its definitely from inside the cabin though if that helps

Something a bit more specific would be nice. Perhaps below the right rear seat?

Possibly it's hard to tell exactly where it's coming from it's that loud
