Service data question

Just bought a low mileage 2017 GTi and I'm loving it. This is the first VW I have owned, and the newest car I've owned so have what is probably a stupid question: the car service history information is now stored in the computer rather than a service manual, do only main dealers have the facility to do this or can independent garages also record the service history?

It really will be down if they have bought a license to use VW Group's system, lots of VAG Indies will have bought a license to get full access to VW Group's systems.
