Fog Light Loom and Heavy Clutch

Hi - I have a mark4 (6n) Polo 1.4 16v year '99 I was just wondering if any body new if the wiring loom for the front fog lights is already there? would it just be tied onto the head light loom with clips?

Also my Pedal box broke last year, unfortunately i didnt know VW would repair it so paid myself!!! Anyway 6 months later after 10 minutes of driving the clutch pedal gets gradually tighter and tighter (heavier) the last 2 inches it makes a rubbing sound its so tight. Does anybody have any suggestions. Leaving the car overnight, it goes back to normal but only for 10mins??
