1.4 CL central locking + electric windows

For some unknown reason my 96N reg polo 1.4 CL doesn't have central locking or electric windows. Every other one I've seen has both. The log book says its definitely a CL. Any ideas why?

I'd like to fit both and have seen a remote central locking kit on ebay for Â£28 + p+p. Does anyone have experience of these kits?

Does your car have rear head rests?

It does have rear head rests, along with split/fold rear seat and height adjustable front seats.

does it have the electric mirrors unit on the drivers side door? maybe its been badged as a 1.4cl when only a 1.3/4?? maybe the badge fell off some time ago and previous owner re badged it with the 1.4cl?
