help needed with steel wheels

Ive found a set of steel wheels, as fitted to scirocco's (although at this stage Im not sure what year they are from) They are 14" wheels, but I have a 256mm brake conversion, which I think they will just about clear, however the calliper measures 6.5" in total, and sticks out from the hub around 5". Will I need spacers to allow me to run these wheels?

Also, my current wheels are running 195/45/15 tyres, the steels are on 185/60/14 tyres, is scrubbing likely to be a problem? Im guessing my car is lowered 70-75mm?
