heater matrix, dashboard removal

Hi,

I believe the heater matrix is leaking in my 98 polo. Windscreen steams up like mad, sweet smell when heating is on, and I keep on having to top up the cooling liquid.

I got a Haynes manual to find out what’s required to remove the dashboard to get to the heater matrix. The manual suggests that I have to remove the steering column?? Is this right? Is removing the dashboard facia that complicated?
