I'm lowering my MK4 X Reg 1.4 8v by 40mm will i still get 16s in with no arch work?

You should have no problem at all! 40mm is easy! :lol:

in the chassis section, find alloys and lowering by me and there are 2 pics of polo's with 60 and 40 mm drops on 16's and 15's.
