Question about Ecotek CB-26P Valve Blue

What do these really do and where do they get fitted to? Here is a link where i found them, http://www.potn.co.uk/p75712.htm

Im looking at getting a power boost valve, like this, http://www.potn.co.uk/p1600655.htm

I know where these go but is it worth getting both? Does anyone reckon there worth it for a very little possible acceleration gain?
