fuses question [SOLVED]

Hi all, bit of a weird one - in my x reg 2000 where the fuses are (right of steering wheel) I have 3 rows of fuses. however not every slot has a fuse in it, in fact the middle row has barely any fuses in. Is this normal? Do you guys have a full compliment of fuses installed?

Perfectly normal if you don't need the fuses - usually for optional extras. Relays are more common to be missing.

If anyone is interested here are the fuses, their type in the order they should be in. This is for a 1.4 polo 2000 petrol manual, fron electric windows only.
