Loss of power and black smoke (SDI)

Ive a 1.9 SDI , with clean diesel in it
Pass few days have had bad black smoke out of the car with the new clean diesel going through it
Ive been driving all morn but coming home this evening, ive had a few problems, Firstly not being able to go over 40mph, sounding like a tractor, black smoke belowing out the whole way home which is about 15 Mile. and not being able to go over 3/4th gear with out the car going down to 1500rpm and near stalling.

Ther looks to be a new filter added. And ive has injector cleaner through it

What can you's suggest is the problem ?

Any boost? sounds like the turbo has gone, black smokes usually means its overfueling so if the turbos not supplying the air the fuel doesnt burn properly not sure if its the same in an sdi like what does that stand for?

Turns out ive got bad diesel somewhere and now it wont go over 15mph And also studdering. showing that the cars isnt get enough throught the fuel lines.

Ah just looked it up probably wouldve been a good idea to do that before i said that haha
