Those are to make sure the headlights are aligned with the bumper/bonnet, idealy the beam would have been aligned with the headlights sitting perfect

I would have thought headlight adjustment would be on the headlight itself, I don't see how the placeholder on the chassis would effect the alignment of headlights. bottom left hand pic, slot the badge in to the grill with the two lugs attached. On the other side of the grill slide the plates on to the lugs and tighten the hex bolts to secure the badge to the grill
