175/65/R13 overall diameter is 557.7mm and circumference 1752.07mm
195/45/R16 overall diameter is 581.9mm and circumference 1828.09mm

Which means you get a 4.33% increase of real speed over indicated.

However,
195/40/R16 overall diameter is 562.4mm and circumference 1766.83mm
Hence only a 0.8% increase.

40s is the way to go
