it would cost a hell of a lot to upgrade. as poloboi said jus keep tyres inflated to correct pressures or sligltly over and it will make it easier.

parts needed for conversion

new steering rack
tie rods and ends
pump
bigger alternator
res and pipes.

lots of swareing and some cut knuckles

new steering rack £125
tie rods £42.50
tie rod ends £10 each
pump £85
bigger alternator £85 - 165 ( depends if you go for the 90 amp or the 120amp)
res and pipes unknown cost.

then theres the headache of getting it all in there. you have to fabricate a bracket for the pump as it connects to the drive belt ( alternator belt)
plum the whole system in and get her tracked its not worth the hassel imo but i think you can buy kits for abotu £200. /me wanders off to look for you.

i dont know anyone whoes done it but if you want to have a bash feel free but you will ned to fabricate mouning points for things. and teh steering racks may mount different.

and you will need a ramp as you will find its a b***h to remove the rack when its on stands. and there quite heavy so you have to watch youself.

thats not right mate, mine is a 96 cl model and has pas, airbag, c/l, e/w, e/, as standard.

if you look at my quote that you quoted i have hilighted a bit in bold saying that most were options but in the CL model central locking come as standard. so who ever baught your car from brand new payed extra to have these extras fitted. and i was saying the passengers airbag is optional the drivers was standard as far as i can gather.

if anyone has a mk4 brocour knocking around to prove or disprove my point it woudl be gladly appreciated but this is how i belive it to be.

the GLX model was the one wth electric everything AFIK

I was under the impression that the CL came with c/l, e/m and e/w as standard. however, i may be mistaken.

and having re-read what you wrote i understand what you were meaning!! long day and all
